Prime Minister Justin Trudeau says recreational marijuana will be legal in Canada as of Oct. 17. Trudeau made the announcement during question period in the House of Commons, which is expected to rise for the summer break after today. He says the government has delayed the legalization schedule in order to give the provinces and territories more time to implement their regimes.

A road crew supervisor in Saskatchewan hired Herb from Newfoundland, to paint the yellow line down the middle of route 32 heading up toward Prince Albert. He was skeptical about hiring him since he didn't have any painting background, but he appeared enthusiastic and told him that he really needed the job. At least his wife Lorrie-Jane, told him so.
He explained to Herb, that his work day would be to complete 2 miles of centreline on the road. He was set up with brushes and paint and his boss got him started.
After the first day, the supervisor was pleased to find that he'd painted 4 miles of road in his 8 hour shift, instead of the two expected of him.
He told Herb, that he did an excellent job, and said how pleased he was with his progress.
On the second day, Herb completed painting just the 2 miles of road that was asked of him.
His supervisor was surprised, because on the first day, he had completed twice as much work. But he didn't say anything, since 2 miles of road was the amount that the job required anyway. He decided to just accept it, and to look forward to the next day when he was sure that Herb would pick up the pace again.
On day 3, the supervisor was disappointed to learn that in his 8 hour shift, Herb completed painting only 1 mile of road. Herb was called to the supervisor's office and asked what was the problem.
"On your first day, you completed 4 miles of road, on your second day, 2 miles of road, and now on day 3, you were only able to complete 1 mile of road. What's the problem, Herb?"
"Well," Herb replied, "I'll tell you watt is da problem dare boy, but I taught a smart man like you would figger it out fer yourself. Every day I got farder and farder away from da paint can.”

Golden handshake: Montreal paying $4M to outgoing politicians

There’s a silver lining to surrendering political office in Montreal, and it amounts to a combined $4-million golden handshake for former mayor Denis Coderre and 41 outgoing city councillors.The City of Montreal has released a list detailing the $3,985,458 in anticipated transition payments for politicians who were defeated in last November’s municipal election, in a payout that is mandated by provincial law. Former mayor Denis Coderre will be among the highest-paid figures on the list, when the city cuts him a cheque for $193,873.95. However, he won’t be the only one raking in the cushy severance pay. Thirteen other city officials will receive six-figure payouts, with two others raking in more than Coderre.Anie Samson, former borough mayor of Villeray-Saint-Michel-Park-Extension, tops the list with a payout of $284,714.25. Harout Chitilian, the city’s ousted vice president of the executive committee, will also receive a higher payment than Coderre. He’s slated to receive $197,634.32, according to the list. The exit payouts are required by law for elected officials who have served more than two years in office, with the amount determined based on time served. The money is meant to help politicians transition back into private life.

Sterile Insect Release (SIR) Program
Below is a data analysis of the SIR Tax Requisition. All participating areas at RDNO (Vernon, Coldstream, Armstrong, Spallumcheen and Areas B & C are charged on the basis of land value assessment only. That is how it arrives on your property tax bill. (Nord1 assessed land only in Vernon.) Total in 2017 $294,272. Vernon's share in 2017 $191,367 (65.03%). My personal share on my property was $11.99 in 2017.
The actual fruit growers acreage to which this program applies is charged on the property tax bill is a per acre charge of $139.26. Total acreage for the RDNO fruit growers is 1165.15 acres and a total charge of $162,259 in 2016. Vernon fruit growers had 135.85 (11.66%) of the total acreage and were taxed $18,919.
If the taxpayers of Vernon were charged on the basis of fruit acreage in their jurisdiction rather than assessed land values as is the present formula the taxes required would be reduced by $157,064. In 2009 the difference was calculated to be a $157,906 reduction.
Naturally if this formula changed to Fruit acreage only other areas would be effected.

No more betting on how long Trump will last, says Quebec

All bets are off. The Quebec government has put a halt to a gambling scheme launched by its lottery corporation focused on the departure of U.S. President Donald Trump, a Quebec daily newspaper is reporting. On Wednesday, Loto-Québec invited people to start placing their bets on whether Trump would be gone by May 1, 2018. Much laughter ensued on social media.But the Quebec government didn't find it very funny, with the office of Finance Minister Carlos Leitao telling La Presse that the lotto corporation had shown "poor judgment." The newspaper also reported that Premier Philippe Couillard's office and the provincial international relations department also felt Loto-Québec had gone too far.A spokesman for the Crown corporation disagreed. "There are some who might not appreciate it and find that it goes too far," Loto-Québec spokesman Patrice Lavoie, told La Presse. "But we know that (the future of Donald Trump) is part of the public debate and that it interests people. We are talking about it every day." He was also quoted as saying that Loto-Québec tries to ensure its betting games are in "good taste" on issues in the media that everyone is talking about.The betting had also put low odds on Trump's departure, only offering a $1.10 payout for anyone betting $1.00 that the president would be sticking around. Loto-Québec was offering a $3.65 on every dollar for successful bets predicting the president would leave before May 2018.

In 2014 the carbon tax revenue in B.C. was 1.228 billion. Gst on this at 5% is 61.4 million.
The GST on B.C.'s carbon tax would fund 60% approx of the 2014 senate expenses of $102,279,013.
