John Tigchlaar, president of the city-owned Captain Bailey Way Corporation told city council, they are now waiting for sales. "It appears there is still interest, so therefore we have gone this route. We will not award anything until such time that we have confirmed sales and deposits." This was a "make work" project for a select few that were appointed by the former Mayor.
T-Hangers would be more viable and easily leased or rented out, compared to the required investment for a few elite individuals.
