"Now the city of Vernon will have care and control, not the regional district, and of course they have ultimate control over their own forces (workers). Now the person who has responsibility does have the authority," Hall tells Kiss FM. Coldstream, and Areas B and C would pay the city an annual grant for using the facilities, equal to what they pay now.
