The Values for the Area C Property of $1775.40 comes from the Annexation Impact Study which will be received this Wed. At RDNO. (It includes a charge of $45.53 for septage) There is no similar charge in the Vernon or Coldstream Calculations. (The 2012 NORD Septic charge in Vernon is 43.30 per parcel for those on Septic).
$328.64 is the Total for NORD Taxes shown on the annexation Comparison sheet rather than the correct total of $352.34. This is a 23.70 difference. (This explains the $2,115.23 total figure shown in that comparison table)

Coldstream:$1,948.97
Area C $ 1,775.40 (Or $1,729.87 if septage charge Removed)
