Liability and safety concerns have led to changes for dog owners in a regional park. Dogs will have to be kept on-leash at Marshall Fields from now on after an incident in May where a man who was lining a soccer field was attacked by a dog on the loose, suffering a shoulder injury. GVAC director Bob Fleming says the incident has led to a review of allowing unleashed dogs in that park, with young children and the sports fields nearby. "The owner has apparently destroyed the dog but it still attacked somebody, and just from the evidence from the dog control officer, this was one of 15 attacks in that area since 2004," says Fleming. New signs will be installed explaining the rules -- with more enforcement as well. "Many people will say 'My little dog wouldn't hurt a fly,' but I think you have to be consistent. You can't put it onto a class of dogs on leash. it has to be all dogs on leash," says Fleming. Fencing-off the dog area could cost 60-thousand dollars.

There are several stories that are circulating about this incident. One story is this account and another is that it was at a soccer game and the master and dog were spectators. All names of anyone involved in this incident are not provided which is odd as names are usually stated and are needed in order for any of these stories to be considered valid and properly investigated for validity before any decisions should be made or accepted. The fact is that there are certain people that have wished for all dogs to be leashed and they could possibly be fabricating these accounts as there is no names or valid concrete sources of which readers can feel confident that they are reading anything factual.
