At the above link is the full agenda including staff report and data comparing Coun. Kiss' Proposed rate structure which lowers the base rate for all customers and charges a flat per m3 rate to all non agricultural customers (i.e residential and Commercial and institutional customers have the same rate structure.) and the staff proposal that basically changes the consumption rate tiers from 5 to 3 and changes the amount charged in these rate tiers.
The staff proposal claims to be a 2% rate increase. The amount of revenue increase is not shown in this data but if the consumption data stays the same as estimated in 2015 then the increase in revenue will increase beyond 2% because of the number of base fee customers that have increased from the 2015 estimates.
The staff has changed from their original proposal with the water meter renewal fee only being charged based on size to the Commercial & Institutional customers. This removes the residential customer having to pay a minimum of $8 per quarter on the smallest and most common sized meter.
