The actual  Hst on the carbon tax is 1.95 x 13% = 25 cents. 
In B.C. the 5% GST on this fill-up would only be 
1.95 x 5%=  9.75 cents.

Don Quixote Note: Be glad that our province rejected the HST. We are paying the 5% GST on top of the carbon tax but in Ontario they will have to pay 8% more for a total of 13%.
