Kin BeachOwnership of two popular beaches is an issue as Greater Vernon's regional partners talk about parks and recreation. A facilitator will present his findings in a review of the service today.
Allan Neilson-Welch is suggesting both Kin and Kal beaches, ---- which are both owned by the city of Vernon---- have ownership transferred to the regional district. He says that would give Coldstream and Areas B and C the assurance the properties will continue to be used as regional assets. To view the facilitator's report, click HERE.

What garbage-the City of Vernon should never trust Nord. The City has never had a person from Vernon selected as Chairperson of Nord because most reps at Nord hate Vernon and want to lean on them financially.
This consultant Neilson-Welch is working on a great annuity.
As I understand it Vernon owns Kal and Kin Beach. Why would they turn the management over to someone else who has no vested interest or contributes to the cost of maintaining same.
One would think the logic and common sense is not a verifable trait of the current NORD directors.
Apparently you don't understand that NORD runs our regional parks function, which covers not only Greater Vernon (Vernon, Coldstream, Areas B & C) but the entire regional district.
So NORD does have a rather vested interest.
Neilson-Welch does a nice job of explaining NORD's role.
Regional districts exist, in part, as a cost- and decision-sharing vehicle that allows municipalities and electoral areas to work together to deliver important community services.
Before painting NORD as the enemy, consider the role Vernon's 3 reps play at the Regional Board table - they have more say than any other jurisdiction.
Why does Vernon pay the most at NORD? Because it pays its rightful share.
Within the regional district, about 50% of the residents live in Vernon. So we should expect to pay about half of any regional service.
Within Greater Vernon, 75% are Vernon residents. So we can expect that Vernon pays about 3/4 for a sub-regional service such as Greater Vernon parks.
More information about how regional districts work can be found on the RDNO website or in ANW's reports.
