Coldstream, Vernon and the electoral areas have an agreement on how to deal with jurisdiction of area parks and facilities. Coldstream's Jim Garlick says it's now up to staff to do the paperwork. He says "That there be a memorandum of understanding written up first of all in the direction we are headed from all the talks we've had up to here and then the bylaws are going to be written up and brought back to us to look at and make sure that what staff heard is what we said." Vernon mayor Rob Sawatzky says it's in answer to area concerns. He says "There was some interest among some of the partners to have more local control over what they saw as local parks just to be more responsive to local citizens and local needs." Individual areas will regain control of local parks, but some will remain under regional control, such as Kal Beach.
