Don Quixote Note: In order to ascertain how the per capita figures in this report were determined I went back to the Data Source as reported by the CFIB. I constructed a spreadsheet including some of the Okanagan Valley Municipalities. I was able to reconcile to the penny and we know what the CFIB has used for operational spending and its various sub categories.

It is most interesting to note that the Categories of Water and Parks & Rec. are recorded at $0 for both Coldstream and Vernon. This is probably because these operational spending activities are recorded  at NORD.  Consequently the per capita costs (and total operational spending) for these 2 municipalities (Vernon & Coldstream) are understated.

The City of Vernon is named in a recent report that suggests many municipalities are spending far beyond their means. The Canadian Federation of Business report states that, from the years 2000 to 2008, City spending exceeded population growth by about 150 percent. Barry Beardsell, who was on council during those years, blames that on a major hike one year when Sean Harvey was still mayor. He says it was a necessary hike to address an imbalance in services. Beardsell says the increase in City staff two years ago, increased employee benefits and borrowing plans are unsustainable. The City of Penticton was the only Okanagan city which fared worse in terms of spending -- according to the report.
