The City of Penticton would have to spend $17.5M to renovate Memorial Arena to a level comparable to a new facility, but that's still less than building an entirely new building on the South Okanagan Events Centre campus.The long-awaited architectural and engineering audits of Memorial and Mclaren Arenas have been published online, prior to this evening's open house on the topic being held at the convention centre between 4 and 8 p.m. The Carscadden Stokes McDonald Architects report finds that Memorial will need a bare minimum of $5.1M in maintenance and safety upgrades over the next decade, including the repair of rot at the base of the building's arches, a new roof, and floors. That, plus renovations to the lobby, dressing rooms and upgrade of the ice surface can be completed for $10.93M. Full modernization, which would get the building up to a standard that would function comparable to a new facility, would cost $17.5M.The report calls Memorial a “venerable institution in the community,” but makes no recommendations on its fate.
The price tag for Mclaren is considerably less.It needs $1.2M in safety upgrades at minimum, or $5.17M to modernize the building and make changes to the dressing rooms and add a lobby.A separate feasibility study into the construction of a new arena at the SOEC is also being presented at tonight’s open house. It presents options for placements of new rinks in single and double sheet layouts.The most affordable, a single sheet of ice, would cost $21.9M in building construction and site preparations. A double sheet would cost $34.3M. The study presents two options for building placement on the campus, one on Alberni Street immediately west of the main SOEC building. The other suggests, the parking lot west of the curling rink. The study’s “preferred option” is a double sheet on Alberni Street, south of the baseball diamonds.
In addition to this evening’s open house, the City of Penticton’s arena task force will be holding several public workshops next month. They will also be set up at the Farmers Market on July 15 and 22. If you have an opinion on the city’s arena situation, now is the time for it to be heard. City council is holding a special public meeting on July 25, where they will decide a direction prior to the deadline for a $6M federal infrastructure grant.

On April 7th, 2017, the Municipal Finance Authority of BC will fund loan issue No. 141 to participating members. The re‐lending rates have been set at:
1.95% for 5 year borrowers,
2.80% for 10 year borrowers, and
2.80% for the 1st ten years on loans with terms of 15, 20, 25, & 30 years*
The net proceeds reflect 99% f the gross loan request with 1% withheld for Debt Reserve Fund
purposes. The 1% contribution will be refunded, with interest, upon full repayment of your loan obligation.

Arena Low Bid Price Revealed

Negotiations will start soon with the company expected to build the new arena at Kal Tire Place. Vernon’s Recreation Service Director Doug Ross says VVI Construction of Kelowna had the low bid of 11.7 million dollars, and now they have to reach a final price. “We have up to 60 days to negotiate, but I think both parties are motivated to reach an agreement much sooner than that,” Ross tells Kiss FM Three other firms bid on the contract for the 400 seat arena, which Ross says could start to be constructed in mid April. “The bid price (from VVI) was certainly in the range of what we were anticipating,” says Ross, who says the high bid was $13.3 million from Yellow Ridge Construction of Port Moody. The plan is to have the new arena completed by the fall of 2018. It’s being built at the north end of the existing facility. Ross says the new 43 vehicle parking lot adjacent to 43rd Avenue should be completed April 7.

The phase of the project to create a new parking area at the south end of the existing facility along 43rdAvenue was started ahead of schedule and is targeting a completion date of April 7 subject to weather conditions. In order to accommodate the parking lot, some trees were removed and some will be relocated on site and will form part of new landscaping. On March 10 the public tender opening was held and four bids were received. After verifying the bids, it was determined that all bids qualified to be considered. VVI Construction Ltd of Kelowna was identified as the low bidder at $11,776,891. Negotiations with VVI are currently underway. Although the two parties have sixty (60) days to negotiate a contract, it is anticipated that the negotiations will be completed in a shorter time period and that construction could start as early as mid-April.

Tender Deadline for Multi-Plex is February 24th

The deadline for tenders to close on the Greater Vernon Multi-Use Complex next to Kal Tire Place is February 24th. A total of 18 contractors attended a mandatory meeting and have expressed interest with most expected to submit bids for the project. Vernon Recreation Services Director Doug Ross says there is a lot of competition. “There is certainly some local interest but there’s also some interest from other locations, from companies that have more of a profile in Western Canada rather than just locally.” Ross says the project is not that involved. “The project itself is fairly simple. They don’t have to put in a new ice plant because the ice plant is already there. We are just going to be making renovations to the existing ice plant.” Ross says experience in this type of project will be a key deciding factor on the winning bid. The construction company will probably be a large general contractor and then they will be using some specific sub-trades with experience in dealing with arenas.” The construction budget for the project is $11.5 million which is down from the initial $13-million estimated.

Arena cash by spring

Cash needed to pay for the building of an ice sheet next year at Kal Tire Place is expected to be borrowed in the spring – the same time construction begins. North Okanagan Regional District directors gave the OK on Wednesday to a security issuing bylaw that allows district staff to take the next step in the borrowing process. Figures show just over $13 million will be borrowed to pay for the arena, at an estimated 2.4 per cent interest rate, that will be paid back over 20 years. Members of the public approved the borrowing in a referendum a year ago. The new ice would replace the old Civic Arena which has a host of problems that Vernon Recreation staff say could lead to failure at any time. Building work is not expected to start until next March.

A meeting has been set for next Wednesday, August 10th in Vernon between the new arena committee and the quantity surveyor pricing out the construction budget for the facility. At this point MQN has completed a design for the building and is supplying drawings to the quantity surveyor. Recreation Services Director Doug Ross says if all is on budget they will move forward. "And if the propsed building is looking like it might come in too high, then we have to start looking at how we can trim things that we have asked for in the building to get things. Ross says if the current design doesn't meet or go under the budget proposed, something will have to go. "I don't think anything is off the table and of course it would depend on how much it is over the budget. Right now we have our fingers crossed that it will come in on budget or under budget but we are taking a look at that and we will make those decisions once we are presented with the facts." This is actually the second time he's checked our numbers. There will be subsequent checks in the future to make sure that the design is staying on budget throughout the entire design of the whole project." Ross says they continue to aim for December or January at the earliest to go to tender on the job

It's expected that the initial plan design for the new expansion arena at Kal Tire Place will be completed by the end of this month. MQN Architects have been working on the $13-million dollar project for over a month. Doug Ross, Recreation Services Director with the City of Vernon says once plans are finalized they move to the next phase. "We'll be giving that to a quantity surveyor who will do all the costing for it and come up with an estimated cost for the project. That will be the point we will see if we have designed a building that will meet our budget of if we have to make adjustments to it." Ross says actual construction won't happen until early next year. "We won't be able to go the requests for proposals probably until January. The whole process of the design, making sure you have it right and getting all the technical drawings done and then getting it to the point of being able to have an RFP, that will take us well into December." Construction is still not projected to begin before next March. "We're looking at trying to get the RFP out by early January to look for someone to actually construct the facility and then the goal will be to actually have someone start construction in March."

Input Sought For Kal Tire Place Arena

The public has a chance to give input into the new arena being added on to Kal Tire Place.
Four consultation sessions will be held by the City of Vernon and MQN Architects around the area starting next Wednesday (June 1) at Lakers Club House in Okanagan Landing from 1 to 2:30. There's also sessions in Coldstream, BX and at Kal Tire Place with the full list on the Kiss FM website.

Soil Testing for Arena Happening

Testing the soil conditions will be the first step for the new arena being added to Kal Tire Place.Doug Ross, Vernon's Director of Recreation Services, says it will involve drilling holes into the north end parking lot, which will affect the current site of the twice-weekly Farmer's Market. "While that work is being done certainly the farmer's market won't be able to be there. If it's determined we need to do pre-loading on the site, the farmer's market will be asked to move further north in the parking lot." Ross says they have an agreement with RDNO to provide a building with 400 seats -- with a fixed budget of 13 million dollars. "We actually have more than that available to us because if you took the money we have in the Civic Arena reserve fund and the $25,000 we received from minor hockey we actually have $13.8 million dollars." Ross says there's a lot of steps involved before construction can begin. "What we're entering into now is the design phase. This phase will likely take 8-9 months, so we are hoping to be able to go out and start looking for a building contractor sometime around the beginning of the new year."Ross says the project manager MQN, is still lining- up the geo-technical testing, with no dates set as yet.

"We actually have more than that available to us, because if you took the referendum into consideration, the money we had in the Civic Arena reserve fund, and the $25,000 we got from Minor Hockey, we actually have closer to $13.8 million, but we are going forward with a $13 million budget right now," Ross tells Kiss FM. Ross says testing of the soil will be the first process for the site -- where holes will be drilled into the parking lot -- but no dates have been set for that by MQN Architects which is overseeing the project.. He says the Vernon Farmer's Market will move to the north part of the parking lot, when that is taking place. "They've chosen to stay in their current location until we start work on the parking lot. Once that's underway, they've decided they are going to move further north in the parking lot and take up the new location," says Ross. Ross says there's a lot of steps before construction of the second arena will start. "What we're into now is the design phase, which will probably take 8 to 9 months. We're hoping we will be looking for a contractor sometime around the beginning of the new year." The target for completing the facility is the fall of 2018.

A local firm has won the contract overseeing the addition of a second arena at Kal Tire Place. MQN Architects of Vernon was awarded the contract by the city of Vernon after a process where four firms made a bid. MQN will oversee the design and development management of the second sheet to be added at the north end of the building. Work will begin immediately and will include geotechnical testing, an environmental impact study, stakeholder and public consultation, initial design work and a traffic demand study. The target for opening the new facility is the fall of 2018. Councillor Brian Quiring is part of the management team of MQN, but the city says he has removed himself during all Council discussions regarding the twinning of the facility in which he could have a conflict or perceived conflict of interest in the project. The awarding of the contract follows an exhaustive RFP process to confirm that architectural firms submitting bids would have significant experience designing arenas as well as providing consulting services on arena projects. Four bids were received and evaluated on a point system to ensure that proponents met the high standards set by the City for the contract. Following a one-hour presentation and question and answer interview, the final two submissions were scored to determine the successful proponent. “As the original designer of Kal Tire Place and the author of the feasibility study, MQN demonstrated a clear understanding of the project and what was required as the deliverables as listed in the RFP,” says Doug Ross, Director of Recreation Services for the City. “MQN also clearly identified the need to design a building that can be built for the fixed budget price of $13,000,000 and emphasized the role of cost control at each step of the design/build process to ensure that the project will stay on budget.”

Following a one-hour presentation and question and answer interview, the final two submissions were scored to determine the successful proponent. “As the original designer of Kal Tire Place and the author of the feasibility study, MQN demonstrated a clear understanding of the project and what was required as the deliverables as listed in the RFP,” says Doug Ross, Director of Recreation Services for the City. “MQN also clearly identified the need to design a building that can be built for the fixed budget price of $13,000,000 and emphasized the role of cost control at each step of the design/build process to ensure that the project will stay on budget.”

Four bids for twinning ice

Four companies have submitted bids for the twinning of Kal Tire Place, and it shouldn't be long before one is chosen to build the new ice sheet. “Our evaluation team has done a preliminary review of the proposals, and we are now moving forward to the next phase of the evaluation process,” said Doug Ross, Vernon recreation services director. “Our goal is to identify one preferred proponent by mid-April and then begin negotiations with that proponent.” Ross did not reveal the price tag on those bids. A 2014 feasibility study by MQN Architects put the cost of building a rink north of Kal Tire Place at just under $13 million. Last November, residents within the North Okanagan Regional District voted in a referendum to allow the district to borrow $13.25 million for construction of the ice sheet, which will replace the old Civic Arena.

THAT Council approve the transfer of funds from the Recreation Facility Replacement Reserve Fund ($919,072.34) to a project account: to cover the cost of the Multi-Use Expansion Referendum conducted by the RDNO ($56,758.82); to cover the cost of the Multi-Use Expansion Referendum Communications Campaign conducted by the City ($10,197.10); for the purpose of developing a new parking lot in the area south of the Multi-Use Facility and adjacent to 43rd Avenue; for the expansion of the Multi-Use Facility to the North as per the Agreement to Design, Build, Operate and Maintain Multi-Use Facility Expansion Infrastructure
"the RDNO will make a single payment in the amount of $13,025,128 (plus GST if applicable) less statutory deductions to the City of Vernon upon receipt of the funds from the Municipal Finance Authority".
