When I received enough support to get a Council Seat the dogma of the establishment became : "Better to have him inside the tent pissing out, than outside pissing in." (Only time will tell !)

UBCO Transit Connector to be Reviewed at RDNO on Wednesday at 4 pm. (21% Increase ??)
The approved 2016 RDNO budget for the UBCO Connector service (872) is $413,000. This cost is net of the $240,000 provincial contribution through BC Transit. The net cost of the service is funded by property tax requisition ($301,000), as well as transit fares ($78,000) and Lake Country’s contribution ($34,000).
The cost allocation percentages in the establishment bylaw are required to be reviewed at least every three (3) years using an ‘on bus’ survey. The last survey was conducted in October 2013, therefore a new survey is planned for October 2016. The estimated annual expansion costs are allocated among the partners below based on the 2013 percentage splits. By September 2017, these costs will vary somewhat due to the new survey numbers and a more detailed costing by
BC Transit.

Below is the Original Prelim Tax requisition for Vernon based on the prelim tax assessments. This shows the functions Vernon Taxpayers pay for. Out of the total Property taxes of $15,801,671 shown above Vernon share is $5,885,798. Out of the total parcel taxes of $531,531 Vernon's parcel taxpayers pay $191,142.
The table below is unadjusted for the $100,000 tax req. reduction (10%) in 010. In Vernon the total 010 (Gen. Government will be reduced down by $53,332 and our overall tax requisition will decrease to $5,885,798 - 55,332 = $5,830,466 which is a 1.67% increase over the 2015 req. of. $5,734,545

This data Illustrates the Tax requisition for the various jurisdictions that make up the RDNO. For instance Vernon has a total Req. of $5,789,000 and this is the total from all the different functions Vernon participates in. (For example Okanagan Basin Water Board $400,627 etc. 61.75%) Vernon's percentage of the total for each function is shown in the left hand column while total of each function is shown in the far right column.

Don Quixote Note: My opposition was based on the 2% water Rates increase, not delaying the design of the 2 water projects ($841,000) that were part of the 6 proposals in the Water Referendum and the building up of more reserves ($368,000) in this function. I had similar reserve concerns about stockpiling more reserves in the Performing Arts Function ($224,430 additional) and the General Govt. Function where the reserve has grown to in excess of $1.6 million. All these concerns are to be addressed at a proposed reserve workshop and/or the master water plan discussions in 2015.

- There is a new Tax Requisition for Solid Waste (Dumps). This user pay system will be augmented with a $400,000 Tax Requisition on assessed property (Both Land & Improvements) for all regional partners. Coldstream's share based on the 2012 assessment rolls will be $48,418.
- Note that even though the Parks Tax requirement is going up $221,565 Coldstreams share is actually going down by $7, 584. Vernon's
partners in this function (Coldstream, Areas B & C) are going down
by the amounts shown in Above table. This is caused by the assessments
in Vernon going up at a greater rate than improvement assessments in our
partners jurisdictions. (Likewise even though there is no increase in
taxes for community theatre, Coldstream will have a decrease in taxes of $6,770
This is the Budget Going into the Workshop Today. Any changes that are made will be updated as soon as possible.

NORD Tax Requistions 2010 (Proposed)


Don Quixote Note:The first two charts are the proposed Nord Tax Requisitions for 2010 for Vernon and Coldstream. The net result is a 1% tax increase for Vernon taxpayers and a 2% Tax decrease for Coldstream.taxpayers.
(Because some of the major services such as the multi-plex , community theatre and parks and rec. are assessed on improvements only and NOT on land the individual taxbill may vary considerably depending on your properties mix of land and improvements.) Last year 87% on Improvements only, 11% on BOTH land & Improvements and the remaining 2% on Land Only. (mostly SIR program)
The major change for the Multi-Use Facility (shown in 3rd image) from initial presentation was that the GVSC directors unanimously agreed to reduce the amount been set aside for future reserves from $408,967 to $200,000. This effectively helped the taxes to be decreased in Vernon from 2.5% to 1.0% and Coldstream from a small .006% tax decrease to its final projected tax decrease of 2%
This seems to be in response to the posting at Reserve Policy to be Addressed at NORD & GVSC by Politicians. Nov 15,2009. This will bring the Reserves in the Multi-use Facility to $1,561,079 and the curtailment of the transfer to reserve this year is a start to developing a valid reserve amount for operating, & equipment reserves in the future.
Also when the Vernon Requisition is examined closely there is a return of $101,243 for Ec. development and the winding up costs for GVS of $55,060 that total $156,303 tax reduction that even when offset by the $70,759 increase in General Governance results in a net $85,444 tax decease. Almost 1% (.9%). This is a 1 time return that benefits this years taxpayer.
