COLDSTREAM REJECTS FUTURE GOVERNANCE SOCIETY

PRESENTATION OF GYULA KISS AT COLDSTREAM COUNCIL MONDAY AUG 14 (POSTED WITH PERMISSION)
Your Worship, Councilors.
I wish to express my reservations about the "Society For the Future Governance of The North Okanagan" and their proposed "independent" study. To this end they requested support from Councils and NORD to provide information for the Consultant. I invite Council to consider my suggestions in your deliberations:

1. We do not need a Governance study.
2. Should we need such study it should be the responsibility of our elected representatives to initiate it. I believe it should be the responsibility of NORD.
3. Developers are not considered to be an unbiased group to commission such study and the perception is, rightly or wrongly, that they have ulterior motives.
4. It would be near impossible to have an unbiased study done by the consultants being paid by the Society. Media reports already planted the seeds of bias with comments attributed to members of the Society (i.e. too many politicians in the North Okanagan, etc.).
5. Mr. Borden is not the best judge of governance issues. He was the chief architect of GVSC, and his brainchild is creating most of the head aches for present politicians.
6. It is likely not legal to accept political donations from a group of self-serving businessmen. It is not fair to provide them with staff time which is, ultimately, an unwilling donation by taxpayers to the exclusive Society.
I strongly urge Council not to get caught up in the hasty rush to join the Society’s request. It is obvious that staff is over loaded as is and additional work load is not advisable (i.e.: Outstanding Business List: Due to a staff shortage, the Outstanding Business List has not been updated for this agenda.)
