Ground turned for South Okanagan Event Centre

There's still no contract in place to have it built. But that didn't stop Penticton city council and the provincial government from holding a special ground-breaking ceremony for the South Okanagan events centre Saturday.
Penticton mayor Jake Kimberley and area MLA Bill Barisoff used an excavator to officially break ground for the planned South Okanagan event centre. The facility has a price tag of approximately $56-million dollars, $40-million of that will be coming from the provincial government through grants and lottery money. The ground breaking went ahead even though the city and the company it has chosen to build it have yet to sign a formal contract. However Penticton's mayor says an agreement is close to being completed

When the deal is analyzed it seems that there is no money being given or foregone by the Provincial Government or the B.C. Lottery Corp.
However there is one Income Trust Fund that is foregoing $30+ million over the next 13 years to help finance this project but they don't appear to have been at the special ground breaking ceremony !
