Vernon Land Committee’s president was before council Monday morning urging the city to spend $30,000 in fees for services for the volunteer committee.The committee spends time working in the field and working in the office in addition to attending regular meetings, said president Jack Borden. If committee members won’t be paid for their additional duties then a staff person should be hired, he said.“This extra work is above and beyond what any committee would be expected to do,” said Borden. “The alternative is for the committee to delegate all of this work to a part-time manager.”
If committee members won’t be paid for their extra services, the committee will not be able to complete any special projects, Borden said.“If we cannot use the services of our committee it means we’re not going to be able to complete our mandate,” he said.However, Coun. Barry Beardsell said that members of the land committee don’t work any more than some other committees. “This sends the wrong message to other committees,” Beardsell said.Beardsell said that the Advisory Planning Board puts in additional work but is not compensated.“The amount of time they put into Bylaw 5000 was tremendous,” he said. “With the official community plan this year the amount of time they will put in will be truly incredible.”
Beardsell also questioned the $75 per hour rate for a consultant and $85 per hour figure for each committee member.Coun. Patrick Nicol said he is in favour of the committee’s budget including compensating members of the committee. He said the committee has operated under similar payment in the past and that should continue.“People can disagree with some of the decisions you’ve made but I think the work that you’ve done has been exceptional,” he said.But with Coun. Pat Cochrane away on Monday, council moved to delay making a decision on the land committee’s budget and whether or not the volunteers will be paid. Coun. Juliette Cunningham said the issue of paying the land committee could come up again and again and needs to be dealt with once and for all. “I’m just not comfortable with this at all,” she said. “We could be back here in another month or two dealing with this issue.”
