BCLC to set up New Community Gaming Facility in Castlegar

– British Columbia Lottery Corporation (BCLC) today announced the selection of the City of Castlegar as the location for a community gaming centre, following the Corporation's comprehensive review of the West Kootenay gaming market. "The selection of the City of Castlegar is the first milestone in BCLC's process for choosing the most appropriate location for a community gaming centre," said Marsha Walden, BCLC's Vice President of Bingo Gaming. "The City must now review a development proposal from BCLC's service provider and obtain community input." BCLC service provider Terrim Properties Ltd. proposes to develop the community gaming centre on a site at the junction of Highways 3 and 3A. The Corporation has reviewed and approved the service provider's business plan. The Gaming Control Act requires that a municipality provide an opportunity for public input when it considers hosting a gaming facility.

If the municipality approves a facility proposal, it must advise BCLC of its decision in the form of a resolution from Council. "We're delighted that the City of Castlegar has been chosen as a site," said Castlegar Mayor Lawrence Chernoff. "I look forward to hearing the public's views on this proposal." BCLC developed the community gaming centre model to help revitalize the bingo industry. Community gaming centres build on the unique appeal of the bingo gaming experience, but include a broader array of entertainment options. These options may include lottery games, a limited number of slot machines, enhanced hospitality services and, in some cases, off-track horse race betting. BCLC is a provincial Crown corporation reporting to the Minister of Public Safety and Solicitor General through a Board of Directors. Its mission is to provide high-quality gaming entertainment in a socially responsible manner, generating income for the public good.

Initially the BCLC was trying to convince communities that had existing Bingo Facilities that they should be converted to Community Gaming Centres. According to BCLC, the community gaming centre model was developed to help revitalize the bingo industry by building on the unique appeal of the bingo gaming experience while including a broader array of entertainment options, and ultimately to “provide high-quality gaming entertainment in a socially responsible manner, generating income for public good.

Now the BCLC has in effect proposed a new Community Gaming Centre in a town that did not have a BCLC sanctioned Bingo Hall and is in effect back dooring another Casino onto the public. (Only difference is that there are no table games allowed yet in the Community Gaming Centre.) There are a set number of Casino licences available by legislation I believe and this is just another way of getting more slot machines on the table. (The average slot machine produced $125,000 in B.C. in the 2006/07 fiscal year! and $129,000 in Vernon)

The Casino slot machine revenue in B.C. since the 1999/00 fiscal year to the 2006/07 fiscal year is $3,869,841,940.
The Casino slot machine revenue in Vernon since the 1999/00 fiscal year to the 2006/07 fiscal year is $169,400,411.
Community Gaming Centre slot machine revenue was $41,693,576 in 2006/07 and totals $71,588,576 since ins introduction late in the 2004/05 fiscal year.
