Bennett Parking Lot Development. City Request Expressions of Interest .

The City of Vernon is seeking submissions of Expressions of Interest from interested firms who wish to be considered for the Development of the Bennett Parking Lot.

The Bennett Parking Lot, owned by the City of Vernon, is located in downtown Vernon on 29th Avenue. It is one half of a city block and is bounded on the west by 31st street, on the east by 30th street and on the south by a laneway. The Lot measures 300 feet (91.44 metres) by 100 feet (30.48 metres) for a total area of approximately 29,890 sq. ft. (2,777 sq. metres) after allowances for land dedications at the northwest and northeast corners. For reference purposes the main street of Vernon is 30th Avenue and Highway 97 is 32nd street.

The City has letters of intent and agreements in place with 3 project participants. They are:
• The Vernon Medical Clinic
• The Royal Canadian Legion
• The Elks Club
It is the City’s intention to seek a developer who can develop the Bennett Parking Lot, incorporating the three project participants and other commercial and residential space, as the developer sees fit. Space requirements for the three project participants are included in the EOI document. The Vernon Medical Clinic (Vernon Clinic Building Limited) has an agreement with the City to sell their existing property to the City. Therefore the City will not be a financial participant in any arrangement with the Vernon Medical Clinic. The City of Vernon intends to exchange land and buildings owned by the Elks Club and the Legion for space in the
new development. Therefore the City of Vernon will be financially responsible for providing all or part of this space. The developer will provide in the EOI response the full extent of the proposed financial obligation to be borne by the City. The City will require the developer to provide 120 stalls of parking that will be owned and managed by the City.
