Casino expansion approved Kelowna. / Some details of new Library/Civic Complex revealed at Coldstream meeting


Kelowna City Council has approved the expansion of Lake City Casino. Council Monday unanimously endorsed the company's development permit. Lake City Casino plans to expand by more than 1,600 square meters, nearly doubling the floor space of the existing facility in the Grand Okanagan Hotel. Planning and Development Services Department official, Paul McVey, says a majority of the new addition will go strictly to gaming. "There is a small component that will be for entertainment use, but it's slated more for bus tours," says McVey. "My understanding is it's not becoming a show lounge like you would expect to see in the lower mainland." The development, which will stretch over the current parkade, will mean the loss of about 17 parking stalls. The company will pay the city $7,500 per lost space, however, Councillor Colin Day says the lost spaces means the downtown parking issue will have to be re-addressed in the near future. 'I would remind council that the $7,500 per parking spot doesn't come anywhere close to providing parking in a parkade," says Day. "We're looking at at least $30,000 per parking spot, so, I'm taking this opportunity to put council on notice that at some point we are going to have to go back and review the whole parking issue downtown." The developer still needs to obtain a building permit before work can begin.

Don Quixote Note: Even the $30,000 per parking spot is a long way from the original estimate re the new Library/Civic Complex in Vernon of $55,000 per spot. The anxiously awaited details that were promised for Dec.15 will be scrutinized to see the new estimate for each of the 54 or 59 parking stalls in the final proposal.

Last night at Coldstream Council it was learned that the Library Component was being reduced down to 29,030 sq ft. and the Art Gallery will be 11,338 sq ft. with 15-16 ft ceilings . There will be 3 additional floors of approx. 10,500 sq. ft each (31,667 total) . The cost estimate for the library will be their $9,000,000 and their ultimate share of the strata will be determined at the end of the project. The Art Gallery cost is estimated to be $5,000,000 with the remaining space to cost $15,000,000. (Total $29,000,000 ??)

The Art Gallery is presently renting their 6000 sq.ft next to parkade at $11 per sq. ft. and this new space of 11,338 sq ft.will will have an estimated rental charge of $25 per sq. ft. (Total rental 11,338 x 25 = $283,450 versus present rental of $66,000.
