Failed Westside mayoralty candidate, Aaron Dinwoodie, has not filed his election disclosure documents. The deadline for all candidates who ran in last November's Westside Municipal election to file financial disclosure papers was 4 p.m. Monday. The fine for failing to provide the necessary documentation is $500. Dinwoodie, according to his agent, is out of the country. He has until next month to provide the documentation. All other candidates in the race for mayor, council and regional district area representatives provided their respective financial papers. Rusty Ensign, who finished a distant fourth in voting for mayor, easily outdistanced his competitors in spending. Ensign spent more than $25,500 in his bid for the mayor's chair. Bryden Winsby, the third place finisher, spent $6,668 while Rosalind Neis spent just over $3,646 in winning the election. Duane Ophus was the top spender among those who captured one of the six seats on council. Ophus spent slightly more than $12,600 on his successful election campaign. Other council winners spent significantly less:
