The City of Kelowna unveils its new bureaucratic structure Monday. The details were withheld Friday as the municipality posted its usual meeting agenda, but human resources specialist Rick Baker expected to unveil the plan in a presentation to council scheduled for their regular afternoon meeting. City Manager Ron Mattiussi ordered a review of the city’s internal structure after accepting his new post in the summer of 2006. The theory behind the review was to ensure city staffing kept pace with the municipality’s growth, but also minimize the impact of Canada’s nationwide labour shortage. “It will be a very in-depth, detailed assessment of everything that we’re doing, just making sure that we’re positioned well to meet the challenges that we’re going to have over the next 10 years?” Baker told the Capital News as he embarked on the project in December 2006. At the time, Baker said city staffing had not kept pace with in-migration from the Lower Mainland and Alberta, leaving the municipality short-staffed under their current structure. By summer of 2007, the city’s human resource department was looking to fill 100 vacancies. Finding professional and technical workers was the biggest challenge, Baker said.
