Council Watch Monday June 9


The Morning Cow meeting should be relatively free of any controversy as the Council Remuneration Policy and the potential formulation of a committee to study this issue may be approved.

The afternoon session of Council will bring nothing but debate as the following items are on the Agenda:
  • HESPERIA DEVELOPMENT CORPORATION – PARTNERING AGREEMENT (P. 31) (perhaps we will get the full details of the cash flow and subsidy that the taxpayers are putting up for this agreement?)
  • Business Class Exemption for UBCM debate. (Maybe Council will request letters of support and a provincial campaign of support from both the DVA and the Chamber of Commerce.?)
  • PROPOSED TRANSPORTATION PLAN- Western Bypass Debate. (Protect the Corridor for review in 5 years, property tax exempt the Corridor property that is sterilized, state in OCP that WESTSIDE Bypass (especially for thru truck traffic) is a preferred solution that Province must consider and work like hell with other transportation projects to ensure that nether option ever has to be implemented.
  • REVIEW OF DISCRETIONARY AND COMMUNITY GRANT POLICIES (P. 93)
  • AUDITED FINANCIAL STATEMENTS (footnotes clarity?)
  • 2007 ANNUAL REPORT (P. 118) (Will 2008 and 2009 objectives be debated and rolled into plan as required by Community Charter.)
  • 30TH AVENUE (41ST AVENUE TO ALEXIS PARK DRIVE) CAPITAL WORKS ADDITIONAL BUDGET REQUEST (P. 230) (iii) THAT Council endorses budget increase of $344,335, consisting of an additional $122,000 from the Casino Grant Reserve, $176,647 from the Sanitary Collection Facilities Reserve, and $45,688 from the DCC Reserve,
  • PROPOSED 32 AVENUE AND 30 AVENUE IMPROVEMENTS PUBLIC INPUT MEETING – MAY 22, 2008 (P. 306) (viii) THAT Council endorse the proposed infrastructure works on 30th, 32nd Avenue and Pleasant Valley Road including the closure of 30th Avenue to Eastbound traffic at 25th Street and the proposed roundabout at Pleasant and 32nd ave. (Suicide Hill and Roundabout deal. Recommendation is to go ahead and review Suicide Hill Closure in 1 year. Will Council buy this? )
  • DCC Bylaw Change to increase rates, exempt low income housing and change multi family rates.
  • Sewer Rates High Strength Bylaw - (Passage will establish penalties and costs for high strength users - an extension to June 30 for the major user will soon lapse and these penalties will be imposed ?)
