NORD budgets for year ahead

The North Okanagan Regional District is preparing to develop a budget for 2009. Directors were told Thursday that the budget planning process will get underway soon, and the politicians are expected to be full participants in the discussions. “I want to increase the level of transparency and full disclosure on how the budget is being developed,” said David Sewell, chief financial officer. Sewell joined NORD about two weeks ago and comes to the area from North Vancouver. “I won’t be coming in and imposing my background. I want to understand what the priorities are,” he said. As part of that, Sewell plans to talk to all of the directors to see what they would like to see in the budget document. However, the political dynamics within NORD could change in November and that may impact timelines somewhat. “The municipal elections will provide some discontinuity in the budget process,” said Sewell. It’s anticipated that he will report back to the board in November on common issues and those matters that require further debate as the 2009 budget is being drafted. There will be a public input process in January and the budget should be adopted some time in early spring. Sewell replaces Alan Harris, who has left NORD to become the chief administrative officer in Sicamous.
