Vernon city council has given 1st, 2nd and 3rd reading to a complicated bylaw that sets the charges developers must pay towards capital costs, such as roads and sewers. Councillor Bob Spiers lost his bid to send the matter back to city staff for more detail. He believes taxpayers will be forking over millions for some big ticket items, such things as the sewer treatment plant, when developers should pay more. Councillor Jack Gilroy approved the motion saying it's time to implement parts of the Official Community Plan. Mayor Wayne Lippert says developers still have time to question the by-law before it gets final approval. Spiers says the city has spent about 200-thousand dollars on a consultant's report on development cost charges.

When I received enough support to get a Council Seat the dogma of the establishment became : "Better to have him inside the tent pissing out, than outside pissing in." (Only time will tell !)
