DON QUIXOTE VS. CITY HALL When an American gets mad, he says "where's my Gun". When a Canadian gets pissed off he says "Where is my pen, I'm going to send a letter to the EDITOR". When the EDITOR won't publish his letter he sets up his own BLOG page. When I received enough support to get a Council Seat the dogma of the establishment became : "Better to have him inside the tent pissing out, than outside pissing in." (Only time will tell !)

This Request for Proposal (“RFP”) identifies a business opportunity for Proponent(s) to provide the City of Penticton (the “City”) with consulting services to review the City’s general operations and service delivery, combined with an organizational review including staffing levels and reporting relationships. The objective is to identify opportunities to streamline the operations and achieve cost efficiencies and service improvements.
Due to a change in City Council and changing economic conditions, there is an immediate need to review the City’s general operations and service delivery to identify cost saving opportunities and areas for potential service improvements. A second part of the study will be to review the City’s organizational structure and the workforce that are responsible for delivering these services.
In particular there is a need to identify for reduction or elimination, activities that are not core legislated mandates of the City, or stated priorities of Council; and to review the process for establishing those priorities.
The City is looking to optimize the delivery of internal services to reduce duplication, enhance services where appropriate, strengthen internal controls, and facilitate service level monitoring and analysis.
