Capital projects are one big reason why taxes are going up in Armstrong. City council has approved a 4.3 percent increase, which translates to an extra 56 dollars for the average homeowner, and includes a new 20-dollar recreational parcel tax. Armstrong is planning 2.8 million dollars on capital projects this year, including a new swimming pool and water treatment plant. Meantime, Enderby residents will see their tax bill rise 2.7 percent with one percent of that for capital projects.
