Council blocks hiring of deputy

A vacancy at Vernon’s fire hall will not be filled. Council voted Monday not to replace the deputy fire chief’s position, which became open when Rick Owens retired in late July. “I think the chief and the other deputy chief can handle day-to-day operations,” said Coun. Jack Gilroy. “I can’t see why we can’t get along with just one deputy.” The city has had two deputy chiefs for a number of years but that was prior to hiring a training officer and a fire inspector. “We’ve had a lot of resources added,” said Gilroy, saying that many duties are now not handled directly by the chief and deputies. “Now it’s just a managerial thing.” Gilroy, who is a former Vernon deputy fire chief, also believes it’s fiscally prudent not to hire another deputy. “We can save money for taxpayers,” he said.

While recruiting will not happen immediately, council hasn’t completely ruled out filling the position at a future date. “The fire chief can always bring the item forward for budget discussions,” said Mayor Wayne Lippert. There was no consultation with fire department administration prior to council making the decision Monday. Jeff Carlisle, fire chief, accepts council’s actions. “Ultimately, council is the authority on resource allocations and we will endeavour to spread the projects and duties of the deputy chief’s position among the remaining administration,” he said. “We will continue to provide the best service we can to the community.” Owens, who had more than 35 years in the fire service, began working for Vernon in 2001. “I believe the fire department was better because of what Rick did while he was here,” said Gilroy.
