 1. GENERAL Vernon is a rapidly growing and diverse community located in the Province of British Columbia. It is home to almost 40,000 residents.
2.    PROJECT DESCRIPTION
The City seeks a qualified Proponent to provide consulting services for its employee benefits program. The City is interested in procuring the services of a qualified firm that is capable of recommending creative, innovative approaches to the rising costs of employee benefits and that can act as a trusted intermediary between Vernon and its benefits carriers.The City’s goal is to continue to offer benefits choices to fit employee needs or preferences, to work to provide the level of coverage currently offered at an affordable contribution rate, and to maintain employee satisfaction with these services.
3. BACKGROUND
The City of Vernon is a full service city located in the North Okanagan and employs 258 full-time employees, 87 part-time employees and approximately 44 seasonal employees. Currently, the City has 305 employees covered by health insurance; 235 are unionized and 70 are non unionized. Of this number, 247 are family enrolments and 56 are single enrolments. A total of 9 different benefit classes, coverage includes: Extended Health, Vision and Dental, Life Insurance, AD & D and Long Term Disability. MSP of BC coverage is also provided to employees.

I don't understand this. How many people are currently working in their Human Resources Department, and they need some expensive consultant to tell them which benefit package to go with.
What are you guys paying your staff for?
