As new development occurs in the City, infrastructure such as roads, sewers, drainage, water and parks are stressed to the point where capacity is no longer adequate and new infrastructure with greater capacity must be built. Funding for these new capacity upgrades is made possible by collecting fees from new development called Development Cost Charges (DCCs). DCCs are typically collected at subdivision or building permit stage. Currently the City of Vernon collects DCCs for Roads, Sewer and Drainage. Greater Vernon Services is responsible for collecting DCCs for Water and Parks in the City of Vernon. The authority to charge DCCs is given under Section 933 of the Local Government Act.

Don Quixote Note: This is the DCC Project List for the various DCC's charges collected by the City when eligible development occurs. The Water and the Parks DCC's are NOT part of this list as they are collected and administered at NORD (GVS). The Water DCC's are presently being reviewed by a consultant and the Parks DCC's that were changed in 2008 (upwards by about $800 per Residential Unit) have yet to be implemented. Although they have been adopted by the Board of Directors at NORD they have not yet been adjusted nor brought back for review ??.

This is the DCC Project List Estimates of Cost NOT the budget estimate that will come before Council when the actual project is approved as a Capital works program. The final completed cost when the project is finished may also vary from the budget. (Hopefully less$)
The Capital Works program brought forward each year may (but does not have to) contain projects which can be partially paid by DCC's that are on the project list.
