REGULAR OPEN MEETING OF COUNCIL CITY HALL COUNCIL CHAMBER TUESDAY, OCTOBER 11, 2011
Moved by Councillor Nicol, seconded by Councillor Gilroy:
THAT Council reconfirms the resolution of February 14, 2011 as follows:
‘THAT Council supports the staff recommendations for four (4) projects, to be submitted to the Regional District of the North Okanagan for consideration of funding from the approved Gas tax Management Committee as follows:
1. 2011-31AvenueTransitExchangeConstruction 2. 2012 - Septage facility relocation 3. 2011 - Kalamalka Lake Road Trail from Highway 6 to Kalamalka Lake 4. 2011 - Further development of the Middleton Mountain
trail system
AND FURTHER, that Council endorse the following additional projects for submission to the RDNO Gas Tax Management Committee for consideration of funding as a regionally significant project:
5. Purchase of 3 buses for the UBCO route 6. Transit stop improvements 7. Public Market;

5. Purchase of three buses for the UBCO route. There may be three highway coaches available through BC Transit that were used until recently on the Sea to Sky Highway during the Olympics. With three buses the increased demand would be met and remove the current practice of passenger having to stand for the whole trip. As highway coaches are designed for highway travel it will therefore be safer than the existing two buses currently in use. The purchase of these three buses would expand the UBCO service by one bus and permit the two existing buses to be reallocated in the Vernon Regional system, thereby allowing expansion elsewhere as well. The total cost of the 3 buses is approximately $1,500,000 with the municipal share being $795,000. The overall annual operating
increase for this improved service is approximately $800,000.
3. The 31 Avenue transit exchange will serve the Vernon Regional Transit System. It includes bus shelters, realigned road works, curb and gutter, sidewalk, and lighting with the road between 30 and 31 Street designated for buses only. Estimated construction cost is $496,000 with the municipal share at $264,418.
The budget implications of the projects are as follows:
1. 31 Avenue Transit Exchange - $264,418
Septage facility relocation - $1,500,000
3. Kalamalka Lake Road trail - $1,000,000
4. Middleton Mountain trail system improvement - RDNO to provide details
5. Purchase of 3 buses for UBCO route - $795,000
6. Transit stop improvements - $400,000
7. Public Market - $2,500,000
