Don Quixote: Above article appeared in today's Morning Star but not the online version so that is why I posted in above format. A slight correction to Mr. Rolke's numbers in that 'a guy who uses 140 cubic meters of water per quarter would hit the 17% level. ' NOT 140,000 m3. (Actually 140m3 = 140,000 litres )

 The sheet below that was handed out to the other members of GVAC shows what I was explaining.  On the Left side of the table is the 17% across the board increase effect while on the right side of the table shows the effect of my proposed plan. It can be seen that at 140m3 per quarter is the first point at which a customer would be paying 17% or higher.
 

The average consumer as I indicated  would pay about a 14% increase. Those below average would pay less with the exception of the people who consumer less than 10m3 per quarter who would still pay the 17% base rate increase.
