It could cost taxpayers more than $2 million because the city didn’t play fair.After nearly 10 years, the City of Kelowna has admitted it trespassed on Cliff Serwa’s Hall Road farm for the Mission Creek Greenway.The former Socred cabinet minister maintains he would have given the city a right-of-way for $1, but he wouldn’t allow the city to just take his property. The legal battle with three Hall Road property owners will now likely cost city taxpayers more than $2 million. On Monday, two years after expropriating property owned by Serwa and neighbour Gerhard Friedrich, the city admitted its guilt in B.C. Supreme Court.
