Beardsell says it has not been made clear what was done with leftover money from last year's policing reserve. With funding for 49 officers and only 46 paid in the city, he says there should be several thousand dollars left over. Beardsell says until he has definite answers on what is in each reserve he can't feel confident with the budget process. Last year's tax increase was at 1.46 percent... this year's is currently at 2.84 percent.
