New requirements will likely keep any future duplex development to a minimum in Coldstream. The district has given third reading to a bylaw that will see the minimum lot area requirements increased for two-family dwellings from the current approximately 6,000 square feet to 12,900 square feet. The objective is to preserve existing single-family neighbourhoods, but the requirements also limit increased density at a time when more affordable housing is needed. "One of the biggest issues facing the whole North Okanagan is preserving agriculture,” said Vernon resident Ian Hawes at Monday’s council meeting, speaking on behalf of a Hofer Drive client who will be largely affected by the new bylaw. “It seems this proposed amendment to the bylaw goes in the other direction, it doesn’t increase density to preserve agriculture.” Hawes’ client owns 14 bare lots planned for duplex development, which he says is a perfect location for increased density. “Right now all 14 can have duplexes, if this goes through none are able to meet the lot size,” said Craig Broderick, Coldstream’s director of development services. “Twenty-eight homes versus 14 homes is a big difference on 14 lots.” While the need for increased density is there, Broderick says Coldstream may just not be the place for it, in trying to maintain its rural character.
