DCC Charges for Library/Civic Centre bear scrutiny !

DCC Exemptions DCCs may be imposed on most, but not all, residential and commercial development. However, buildings for public worship, development subject to a land use contract and buildings under $50,000 are specifically excluded from DCC charges. Services such as: childcare, fire and police protection, libraries, recreation are also generally exempt from DCC charges. The City of Vancouver and the Resort Municipality of Whistler are exceptions to this rule.

On page 224 from the agenda Pkg. of the Library Financing Analysis there is a total of $208,019 for DCC's with the Library area of 2706 sq meters @ 33.87 being charged $91, 178. The second and third floor of 1735 sq meters @ 33.87 would be charged $58,418 each.

However section 3.0 of the project Cost Information in the public handout from the report in support of the MRIF grant submission of January 2007 the Development Cost Charges are shown as $3,196,374 !! (The fee category is omitted and this amount of $2,988,336 when added to the more recent DCC charges of $208,019 total $$3,196,355 which is close enough and probably explains this error !)

The DCC bylaw on the City's website is silent on whether the Library and the RCMP would be exempt from DCC's but if they were as is generally done in B.C. the taxpayers would not have to pay $149,596 into the DCC reserve Fund.
