REZONING APPLICATION FOR 9609 and 9650 EASTSIDE ROAD

At Monday's Council meeting Coun Beardsell made a reference to the Council not following Sections A9 and A10 of the existing Official Community Plan. These sections and a link are listed below:

A9 For each neighbourhood planning area, more detailed Neighbourhood Plans shall be prepared by the developer prior to development. The Neighbourhood Plan area shall involve consultation with the public. The plan should identify and consider the following:
  • neighbourhood context;
  • natural site features (e.g. topography, vegetation, watercourses, wetlands, etc);
  • major roads; proposed pedestrian linkages to adjacent properties;
  • park and open space;
  • sand and gravel deposits;
  • school sites; land uses and densities;
  • environmentally sensitive areas;
  • environmental impact assessment; and
  • general pattern of subdivision with associated densities.

A10 A specific review and approval process is required for each Neighbourhood Plan. The process generally includes, but is not limited to, the following:
  • preparation of a draft Neighbourhood Plan;
  • circulation to affected departments, agencies, and commissions, and review of responses;
  • completion of and mutual agreement of a servicing pre-design brief;
  • hosting of a public information meeting;
  • completion of an OCP amendment, public hearing, and adoption;
  • agreement on the off-site servicing and infrastructure works plan and letter of understanding;
  • Rezoning and subdivision processing;
  • Infrastructure construction and completion; and
  • Development Permit and Building Permit processing and approval.

Don Quixote note:

The EKISTICS TOWN PLANNING INC. – OCP AMENDMENT APPLICATION FOR 9650 EASTSIDE ROAD AND REZONING APPLICATION FOR 9609 and 9650 EASTSIDE ROAD caused some parliamentary wrangling. A resolution to NOT proceed by Coun Beardsell failed on a 3-3 tie vote. (Cunningham and Baumbrough supported resolution.) A deferral resolution until Council had a full compliment of 7 was also defeated by the same 3-3 tie vote. This meant that nether resolution was passed and it effect neither happened. You can expect this item back on the Agenda at the next Council Meeting on Aug. 27.
