Taxpayer Association rejected by Vernon (PRESS RELEASE)

1. DELEGATION ON BYLAW ENFORCEMENT FROM THE VERNON & DISTRICTS TAXPAYERS' ASSOCIATION DENIED

CITING "Council Procedure Bylaw #4840" that delegation "must be supported by written submission which is to be submitted to the City Clerk in accordance with Section 5 (c), The Mayor has refused to allow a delegation from the Vernon & Districts Taxpayers Association to present on "City of Vernon Bylaw Enforcement" unless the presentation is first reviewed by him, even though the request included "the general intent of the presentation".

HOWEVER, the Deputy Chief Administrative Officer then stated: "...although the Clerk and her Deputy cannot confirm that every delegation that appeared before Council in the past two years disclosed in detail their presentation ahead of their presentation date, they feel confident that they received written requests with the general intent of the presentation, prior to being included on the agenda".

QUESTIONS THAT ARISE:
• Should the Mayor, who makes up the agenda, be scrutinizing and censoring presentations to Council beforehand?
• Are the present Bylaw #4830 and its application conducive to open and transparent Council proceedings?

2. BYLAW ENFORCEMENT DIVISION NOW REPORTS ONLY TO THE RCMP INSPECTOR
After discovering that our correspondence with City Hall on the delegation had been copied to the "Inspector in Charge of the RCMP without our knowledge or consent, we asked why and were informed by the Mayor that "the Bylaw Enforcement Division of the City reports to the RCMP Officer in Charge".

THIS CHANGE in "organizational structure" from reporting to the Deputy CAO and the Staff Sergeant to just the RCMP Inspector was so recent that the Deputy CAO had to alert the Human Resources Division to "provide her with a more current job description".

QUESTIONS THAT ARISE:
• Is it right that we, as citizens requesting to speak to our elected representatives, have our correspondence with City Hall perused by the RCMP?
• Why does Bylaw Enforcement, a civic function of the elected Council paid for the the taxpayers, report now only to the "RCMP Officer in Charge"?
• Why did Council place a civic function under the sole control of the RCMP without public hearing and input?
