The Vernon RCMP is asking for the public’s help in locating a high risk sex offender. Harvey James Pelland, 72, is wanted on a Canada wide warrant for breaching his parole conditions, again. Constable Cathy Scott says Pelland was convicted of child pornography and served 18 months jail before being released on August 9. “He was to report to Vernon as part of the release conditions. He failed to report and was arrested coming out of a park in White Rock. On August 16, he appeared in Vernon Provincial Court and was released on a four month conditional sentence. On August 23, he again failed to report to probation and was arrested on August 24, in Kamloops. Following his release on November 8, Pelland failed to report to probation on November 13, as required by the courts,” says Scott. She says Pelland is not to be near any park, school, playground, swimming pool or any place anyone under the age of 17 might be expected to be. “He is not to be in the presence of anyone under the age of 14 without written permission.
Psychological reports indicate that he is a high risk to re-offend in a sex related offence.” He is described as a white male, 180 cm or 5’11’, weighing 82 kilograms or 180 lbs. he has brown eyes, white hair, a moustache and beard. He is missing the tip of his left index finger. “At this time, his whereabouts are unknown and the Vernon/North Okanagan RCMP want to ensure the safety and well being of the public and so are asking for the public’s assistance in locating him.” She says if spotted, do not attempt any contact Pelland, but call the local RCMP immediately.
