The social planning council gave a thumbs down to an application by Chances Gaming to add more slot machines as part of expansion plans for its North Shore operation. The council said it could not recommend the expansion recognizing the increase in revenue is offset by the increased social cost.However, city council will have the final say later this month at a public hearing on the expansion plans.
