GVSC to be resurrected as Greater Vernon Advisory Committee.

On Monday at the Cow Meeting at 8:40 the Vernon Council will discuss the future of the GVSC which was formally disbanded on Aug 6, 2008.

The new Regional District Procedure Bylaw No. 2340 will make reference to four committees which are:
1. Greater Vernon Advisory Committee (formerly Greater Vernon Services Committee);
2. Electoral Area Advisory Committee (formerly Electoral Area Services Committee);
3. Committee of the Whole (formerly Regional Services, Regional Growth and Finance & Administration
Committees);
4. Air Quality Committee (formerly Air Quality Committee reporting to Regional Services)

These four Committees will report directly to the Board in an advisory capacity only.

The decisions on the financing of the Parks and Recreation in Vernon will now be made by all 13 Directors of NORD. These include the Multiplex and Performing Arts Centre that were approved by the taxpayers of Coldstream, Vernon and Areas B and C in a referendum and whose residents share in the ongoing costs. Last year these functions cost you $1.89340 per $1000 assessment (Improvements only) in Vernon and this is the major part of the NORD overall budget.

Vernon is one of the only municipalities in the Province that placed its Parks and Recreation Function under the Regional District Function. It was the 'raison d'etre' of the GVSC and was put there so the people who pay for the function would have the voice in the financing and taxation decisions that would be made.

The GVSC functions must be re-examined by the Vernon Council and a decision made on who gets to decide on how these are paid for and who gets to vote on those decisions.
