Approval process set for library funds

Step one of the Okanagan Regional Library’s aim of borrowing $11 million through the North Okanagan Regional District to construct a new Vernon branch is done. NORD directors gave preliminary approval to a bylaw that will establish an alternate approval process for borrowing the cash to erect the new building on 30th Avenue across from the Tolko building. If 10 per cent of the North Okanagan voters sign a petition opposing the move, then borrowing for the Vernon library can’t occur. “I think it’ll go through,” said Herman Halvorson, NORD board chair. “I don’t think there will be a problem with it at all. It’s a good thing.”

Regional district administration said the bylaw still has to be approved by the Ministry of Community and Rural Development, but don’t expect that to be a hurdle. If the bylaw is approved, as anticipated, NORD will then be in the position to set a date to start receiving objections to borrowing the money. Advertisements will be placed twice in the local newspapers, and respondents will have 30 days from the date of the last ad to voice their objection. If more than 10 per cent vote against the bylaw, NORD would not be able to adopt without going through a referendum.
