Calgary cops launch probe into shooting death

The head of the Calgary Police Service team investigating the fatal police shooting in North Kamloops on Friday says it's going to take some time for investigators to uncover exactly what happened when cops opened fire on Wilbert Bartley. "Right now I believe we've got in excess of a dozen witnesses," said acting Staff Sgt. Rick Tuza of the CPS homicide unit. "We've received information from them. Some of that information is going to be reviewed tonight." Tuza spoke to reporters at 7:30 p.m. on Saturday, July 31, hours after he and two other Calgary cops arrived in Kamloops. "There's a thorough examination of the crime scene, there's locating and speaking to witnesses, and there's an analysis of that information that has to take place," he said, adding that the two Kamloops officers involved will be interviewed as part of the investigation.

Details are scarce, but Bartley, 50, was killed during some sort of altercation with police at about 6:15 p.m. on Friday, July 30. Bartley was well-known to police and has a lengthy criminal history. He was driving a Toyota 4Runner — which was not stolen but was not registered in his name — in the 200-block of Tranquille when Kamloops Mounties fired at least two shots through the vehicle's windshield. The 4Runner veered off of the street and into So Espresso Bistro, at 204 Tranquille Road adjacent to the Robo Car Wash.

Tuza said he couldn't comment on the specifics of the case just yet, but said he should have more answers in a few days. "A lot of it depends on when the autopsy is done," he said, adding that investigators are now looking at the 4Runner itself. "The vehicle has been removed from the scene and has been placed in a bay here [at the Kamloops RCMP's Battle Street detachment]. "A more thorough examination will be conducted in a more proper environment." Tuza is expected to hold another press conference on Sunday, Aug. 1. Anyone with information is asked to contact Kamloops Mounties at 250-828-3000 — asking the operator to speak to a CPS investigator — or call the Calgary Police Service at 403-266-1234.

Why is it when the RCMP are involved in a incident it takes a year or more to render a decision. But if it is John Q public you can expect an answer with 24 to 48 hours.
