The RDCO Board has agreed to support the establishment of a BC Regional Innovation Chair in Water Resources and Ecosystem Management at the University of British Columbia Okanagan. The Okanagan Basin Water Board will contribute a total of $500,000 over five years to help create the research position and fund its work. The North Okanagan and South Okanagan- Similkameen regional districts will also be asked to provide support through the water board in order to leverage a $1.25-million contribution from the BC Government Leading Edge Endowment Fund in establishing the position. With development pressures and Climate Change, the Board agrees that this UBC-O Innovation Chair will help find practical solutions to water supply and ecosystem management issues which are a high priority throughout the Okanagan Valley.

Don Quixote Note: There will be a delegation presentation (P.20) Download PDF (7.71MB) on Wednesday at 4 PM at the NORD meeting. On P.65 you can see the breakdown of the 2.5 million dollars that will be utilized to create a BC Regional Innovation Chair in Water Resources and Ecosystem Management. This position will sit in the Irving K. Barber School of Arts and Sciences at the Okanagan campus of the University of British Columbia. According to this request 'In August, the board of directors of the Regional District of Central Okanagan and Regional District of Okanagan Similkameen unanimously supported this contribution.'

What will NORD's share of this $500,000 that will be part of the Okanagin Basin Water Board and how much will the partners at NORD individually have to contribute on behalf of their taxpayers?
Using 2008 percentage borne out by this years grant we can conclude that the OBWB total budget from Regional Districts only (excluding grants from other levels of senior government etc.) is: $3,455,725 in 2008.
NORD 19.3% $666,955
CORD 58.7% $2,028,510
SORD 22.0% $760,260
Total 100% $3,455,725
Nord's share of the $500,000 using 19.3% = $96,500 over 5 years or 19,300 each year.
A breakdown by Present Partners at NORD of this extra tax burden is: (

The final table that I found in the Agenda package on page 68 uses a 19.5% figure for NORD and thus there would be an extra $199 per year to allocate. But these numbers are close enough. (percentages have changed marginally since 2008)

The entire idea is so foolish, its not funny. With all the grants and studies presently going on at the OK Water Board and no meaningful information, what will this new waste of money achieve. It all comes down to political controls!
