A charge of second degree has been laid in the City of Vernon's first homicide of the year. Vernon resident Kenneth Barter, 37, is set to appear in court Tuesday. RCMP spokesperson Gord Molendyk says the autopsy was conducted Monday in Kamloops. “Investigators advise that further work in required to positively identify the victim,” says Molendyk. He says investigators advise as this matter is before the courts details around the cause of death are not being released at this time.
