The regional district turns the switch on the new Duteau Creek treatment plant this morning. Engineering G-M Arnold Badke says it will result in better quality water for the six thousand customers, which could take a couple days. The 29 million dollar plant located in the Lavington area, has been under construction the last 18 months. He says it won't have the yellow colour and will be improved quality. He says the next upgrade for the plant is a 20 million dollar filtration system. Local politicians have not approved spending for that system, and Vernon councillor Jack Gilroy wonders how taxpayers will be able to afford it.

The upgrade amounts to $4,833.00 per customer and the next upgrade will cost $3,333.00 per customer.
Over what length of time will this be recovered from the Customers?
