Calling it the ``worst'' economic year that he's seen locally, councillor Jack Gilroy says City of Vernon staff have been told to work on a zero increase for next year's budget. ``We had two years that were really bad but this is really affecting businesses and the public,'' says Gilroy. ``Starting for 2011, if we can help in any little way out there, I think we should do it.'' Mayor Wayne Lippert says some capital works projects must proceed but these will be done on a priority basis. ``By keeping it at a zero-based budget...it will help assist or at least give people some assurance that we're working to hold the line or stay where we are without going further.'' Lippert says department heads present a `wish list' during the budget process but they have been told to take another look at those as well as their internal budgets.
