Vernon city council will begin trawling through $4.5-million in requests from departments Wednesday as it tries to hold the line on the proposed 2011 budget. Mayor Wayne Lippert says council is aiming for a zero budget although he's not making any promises. ``We set a goal for zero. Hopefully we can be there or very, very close to it,'' says Lippert. However he adds that ``it may come in higher...it might be one or two percent.'' Finance Manager Kevin Bertles has already recommended council not adopt a zero budget. The public is allowed to attend this morning's session. Citizens can speak to budget issues at around 11:30 am. A second public budget session takes place on Friday.
