The highest % Increase comes at the 20m3 mark (47.50%) and no one comes close to it up to and including 9999 m3 per quarter.
In absolute $ increase terms this 20m3 user sees an increase of $23.83. Everyone below this usage level and everyone above this level until we reach the 89m3 user ($23.91) pays less.
This anomaly is caused by the change in the free water usage that used to be included in the base. Prior to these rate changes 20m3 was included free in the base and on April 1, 2011 the free m3 was lowered to 10m3 included in the base.

my 2nd quarter total bill was the lowest ever.....of course the weather and reduction of use is the reason.
the rates are absurd-but no surprise-so are the people that set them.
