On July 25, 2011, Council rescinded Third Reading of the bylaw because of concerns brought forward by property owners. Another Public Hearing is scheduled for September 12, 2011.

How will the Plan impact private property?
The Plan proposes detailed land use designations for properties in the City Centre. Land use designations describe the desired future for land focusing on what it should be used for. Existing Zoning on properties will not be affected by this bylaw; however, if rezoning is sought, it would need to be consistent with the Plan. Maps showing the existing and proposed land use designations for the area are provided in this package. The Plan proposes new architectural design guidelines for the City Centre which would guide the design of new development and redevelopment to make the neighbourhood more attractive, animated and inviting. These guidelines would need to be followed when applying for a Development Permit in the City Centre. The Plan also includes numerous initiatives concerning transportation, parking, parks, public art, amenities, safety, heritage guidelines and an implementation strategy.
