Is the Council able to act and make this a public discussion or are they mere bystanders, twiddling their thumbs and pissing into the Wind?

Will the Council Act and involve the Public and make the final decision on a Halfway House in the open?

Although this report from the CAB (Community Advisory Board) was simply received by Council on Oct. 24,2005 and the recommendations were discussed but never voted on they have some interesting recommendations that deserve to be considered.
