15. GreaterVernonWater–2010Budget
RECOMMENDATION 29
(Customized Stakeholder Vote – Includes Coldstream, Vernon, Electoral Areas “B” and “C”) That as recommended by the Greater Vernon Advisory Committee with respect to the Greater Vernon Water Utility budget:
- An across-the-board water rate increase of 9% be approved;
- 20 cubic metres of consumption be included in the quarterly base fee at a rate of $0.92 per cubic metre;
- The rate per cubic metre be increased to $1.10 for the 3rd quarter billing cycle (July – September);
- A base fee be charged to all properties with a service connection whenever the property is not served by an approved alternate potable water source;
- The rising block rate concept be approved in principle and that staff report back with a proposal to implement rising block rates for 2011;
- Staff be directed to consult with the farming/agricultural community and report back with a recommendation on the appropriate criteria to qualify for the irrigation rate;
- Staff be directed to ensure that appropriate notification is provided to Greater Vernon Water customers regarding 2010 rate changes.

This has the effect of raising the present 2009 base (access) rate from $29.15 to $50.20.
(This is how I figure it must be calculated. 29.15 (2009 access fee) +18.40 (for 20 liters at .92 put in base) +2.62 (9%of 29.15 ) =50.17 (close enough))
